Understanding the Tobacco and Vapes Bill

The Tobacco and Vapes Bill marks a huge step forward for public health in Wales. It’s designed to protect our communities, especially our young people, from the harms of tobacco and unregulated vaping products. By making sure all tobacco and vape retailers are properly licensed, we’ll be better able to stop illegal sales, keep harmful products out of children’s hands, and create a healthier, safer Wales for everyone.

What Are The Plans?

Raise Legal Age

Raise the legal age for tobacco sales to create a smoke-free generation, starting with anyone born on or after January 1, 2009.

Vape Regulation

Limit vape flavours, packaging, and displays to reduce their appeal to children.

Retailer Licensing Scheme

Implement a mandatory licensing system for tobacco and vape retailers in Wales to curb illegal sales and enforce age restrictions effectively.  

Ban Single-use Vapes

Ban the sale of single-use vapes from June 2025, addressing both environmental waste and health risks associated with disposable vaping products.
