What Is The Tobacco and Vapes Bill?
The Tobacco & Vapes Bill is the biggest step in a generation to protect children from addiction and reduce the harm caused by smoking. Wales has a long history of leading public health change, and this Bill gives us new tools to keep children safe and support healthier futures.
Why This Matters For Wales?
Smoking remains Wales’ biggest cause of early death.
Thousands of people die each year from smoking-related illness, and many more live with long-term conditions that could have been prevented.
Children are exposed to products designed to hook them early.
Bright packaging, sweet names and pocket-sized devices make nicotine products far too appealing.
Illegal products are flooding communities.
Trading Standards teams across Wales are seizing oversized, high-nicotine and counterfeit vapes that should never be in shops.
What The Bill Actually Does?
The Bill brings in new rules to protect children, reduce harm, and make it harder for unsafe or illegal products to reach our communities. Here are the key changes people in Wales should know about.
- • Stops shops selling tobacco to anyone born in or after 2009.
- • Makes vapes and nicotine products less appealing to children.
- • Sets stronger controls on how flavours and descriptions can be used.
- • Brings in clearer checks on what is inside vape products.
- • Introduces new rules for shops selling tobacco and nicotine products.
- • Gives Trading Standards stronger tools to act against illegal tobacco and illegal vapes.
What Children In Wales Are Seeing?
We recently worked with pupils at Llanyrafon Primary School to explore what children are seeing in their communities. Bright, sweet-looking vapes beside sweets, cigarette and vape litter in places where they play, and friends struggling with nicotine dependence. Pupils called for cleaner air, safer environments and stronger rules to stop harmful products reaching children. Their ideas are helping shape our Smoke-Free Wales work.
