Worried a vape or tobacco product may be illegal?

You do not need to prove that a product is illegal before asking for help or reporting a concern. Focus on what you know: what the product is, where it came from and who sold or supplied it.

What would make me concerned?

One sign on its own does not always tell you whether something is illegal, but these are good reasons to ask more questions or report what you have seen.

It was sold to someone under 18

Nicotine vapes and tobacco products cannot legally be sold to under-18s. An adult buying them on behalf of someone under 18 is also against the law.

It is a single-use vape

Single-use vapes have been banned from sale and supply in Wales since 1st June 2025.

The seller or product feels suspicious

For example: a social media account, an informal seller, products with unusual packaging, or something your child says contains THC or another substance.

What should I actually do?

  1. Ask your child where it came from and what they think it contains.
  2. Keep the product or packaging if it is safe to do so.
  3. Do not confront the seller or investigate them yourself.
  4. Report what you know. A shop name, seller, online account, product, price or pattern can all help build the picture.
