What changes from 29 October 2026
From 29 October 2026, the age of sale for all vaping and nicotine products will be 18 and over across the UK, including Wales. It will also become an offence for an adult to buy, or attempt to buy, these products on behalf of someone under 18.
New restrictions will also cover promotional free distribution, substantial promotional discounts and coupons. Separate rules will prohibit customer-facing vending machines from selling vaping and nicotine products, subject to limited exceptions set out in the legislation and guidance.
Which products are covered?
Official guidance gives nicotine pouches, nicotine strips and nicotine pearls as examples of nicotine products in scope. It states that all types of nicotine are included, including synthetic nicotine produced in a laboratory. Medicinal products and medical devices are excluded from these rules.
What this means in Wales
The changes widen the rules beyond conventional nicotine vapes. Schools, youth workers, retailers and enforcement partners may therefore see products such as pouches, strips and pearls discussed more often in relation to age-of-sale and promotional controls.
This does not provide evidence that any of these products are widely used by young people in Wales. Product regulation and prevalence are separate questions.
