What changes?
From 29 October 2026, vaping and nicotine products covered by the new rules can only be sold to people aged 18 or over across the UK, including Wales.
It will also be against the law for an adult to buy, or try to buy, these products for someone under 18.
New rules will cover free promotional products, large promotional discounts and coupons. Customer-facing vending machines will also be banned from selling vaping and nicotine products, apart from limited exceptions in the law.
Which products are covered?
Official guidance gives examples including nicotine pouches, strips and pearls. Synthetic nicotine made in a laboratory is covered too.
Licensed medicines and medical devices are not included in these rules.
What does this mean in Wales?
The law reaches beyond ordinary nicotine vapes. Parents, schools, youth workers, retailers and enforcement teams may start hearing more about pouches, strips and other newer nicotine products.
The law change does not mean these products are widely used by young people in Wales.
