Could nicotine products come as gels, creams or nasal inhalers?

Why we’re flagging this: Future nicotine products may not look like a vape or a pouch. UK legislation has been written with possible new formats in mind.

Last checked: 30 September 2026

What’s being discussed?

The official notes that explain the Tobacco and Vapes Act 2026 say the nicotine industry can change quickly. They mention possible future ways of delivering nicotine, including products absorbed through the cheek, gels or creams and nasal inhalers.

Does this mean these products are already being sold?

No. ASH Wales has not confirmed that nicotine gels, creams or nasal inhalers are established consumer products on the UK or Welsh market.

Why are we watching this?

It is a reminder that future nicotine products may look very different from today’s vapes and pouches. That is why the law uses a broad definition of nicotine products rather than listing only the products we already know about.

What don’t we know?

We do not have evidence that these formats are available in Wales, used by young people or becoming common. This is an early-warning watch item, not a report of a new trend.
