More than half of Welsh adults who have heard of vapes wrongly believe vaping is as harmful as smoking or worse, new ASH Wales YouGov findings show.

New vaping duty comes into force across Wales today

A new UK excise duty on vaping products starts today, 1 October 2026. Here is what the £2.20 per 10ml duty, new vape duty stamps and higher tobacco duty mean in Wales.

‘Nicotine-free’ and 0% vapes containing nicotine

UK Trading Standards testing found nicotine in some vapes sold as nicotine-free. A 0% or nicotine-free label should not be treated as proof of contents.

Future nicotine formats: gels, creams and nasal inhalers

Caffeine and energy pouches

HHC, HHC-P, THC-P and THC-O-labelled vapes

Cannabinoid vapes may be labelled with names such as HHC, HHC-P, THC-P or THC-O, but UK testing shows that labels and claimed contents cannot be relied on.

Non-medicinal nicotine gum

MARKET SIGNAL
Consumer nicotine chewing gum that is not licensed as stop-smoking medicine is now part of the UK nicotine market. It should not be confused with medicinal nicotine replacement therapy.

Dissolvable nicotine tablets (‘melts’)

A new fully dissolvable oral nicotine tablet format is now being sold in the UK. It sits between the lip and gum and dissolves during use.

6-methyl nicotine (6-MN) and nicotine analogues

Nicotine analogues including 6-methyl nicotine are appearing in international vape and oral products, while toxicology evidence is still developing.

Nicotine pouches: youth and Wales data

Nicotine strips and pearls

Dissolvable nicotine strips are now on the UK market. The thin oral films dissolve under the lip and may be harder for adults to recognise than vapes or pouches.

Nicotine-infused toothpicks are being sold by UK-facing retailers. Availability does not tell us how common use is among young people in Wales.
