Vape packaging and shop display rules: what may change

Why we’re flagging this: Governments across the UK have consulted on possible new rules for how vapes and other nicotine products look, are packaged and are displayed in shops.

Last checked: 5 October 2026

What could change?

The proposals included:

  • plain white packaging for vaping and nicotine products;
  • limits on flavour descriptions, colours, branding and images;
  • tighter rules on where products can be displayed in shops;
  • rules to stop vape devices being made to look like other products;
  • more standard information on packs, including nicotine strength and warnings.

Are these rules in force now?

No. The consultation closed on 2 October 2026. These are proposals. Any new rules would need to be agreed and brought into force later.

Which products could be affected?

The consultation covers vapes and non-medicinal nicotine products. It gives examples such as nicotine pouches, gum, strips and pearls.

What does this mean for Wales?

The proposals could change how newer nicotine products are packaged, advertised and displayed in Welsh shops in future.

They do not tell us how common these products are among young people in Wales.
