What is being seen?
Caffeine or energy pouches use the same small under-the-lip format as nicotine pouches but contain caffeine rather than nicotine. UK-facing retailers currently list multiple brands and flavours, with examples ranging from around 50 mg to 200 mg of caffeine per pouch.
Why this is on our radar
These are not nicotine products, but they sit in the same oral-pouch retail and visual space. That means a pouch or round tin found in a school or youth setting cannot automatically be assumed to contain nicotine.
The UK Government’s 2026 consultation outcome on high-caffeine energy drinks also discussed emerging caffeine pouches and gums. It did not include them in the England drinks restriction, citing less evidence about how these products are used and accessed by children, and said potential switching to other caffeinated products would be monitored.
What we do not know
Retailer availability does not establish use among young people. We have not identified a representative Wales-wide estimate for caffeine pouch use among children or young people.
