Signal: Product / market · Evidence: Confirmed UK market · Scope: UK · Family: Oral nicotine

Date checked: 30 September 2026

What is being seen?

Nicotine gum now exists in the UK both as familiar medicinal nicotine replacement therapy (NRT) and as non-medicinal consumer nicotine gum. The distinction matters.

The UK Government’s 2026 consultation on vaping and nicotine products explicitly lists nicotine gum among examples of nicotine products currently on the UK market, while making clear that medicinally licensed nicotine products are outside those proposed consumer-product restrictions. UK-facing vape retailers are also listing flavoured nicotine chewing gum as an adult consumer nicotine product.

Why this is on our radar

Teachers, families and youth workers may reasonably assume any nicotine gum is a stop-smoking medicine. Packaging, branding and product purpose need to be checked rather than inferred from the gum format alone.

What we do not know

Market availability is not evidence of youth use. We do not have a representative Wales-wide estimate for young people’s use of non-medicinal nicotine gum.

‘Nicotine-free’ and 0% vapes containing nicotine

SAFETY / COMPLIANCE ALERT
UK Trading Standards testing found nicotine in some vapes sold as nicotine-free. A 0% or nicotine-free label should not be treated as proof of contents.

Future nicotine formats: gels, creams and nasal inhalers

PRODUCT WATCH
Official explanatory notes identify gels, creams, cheek absorption and nasal inhalers as plausible future consumer nicotine delivery routes. This is a foresight signal, not evidence that these products are established in Wales.

Caffeine and energy pouches

PRODUCT WATCH
Nicotine-free caffeine pouches are being sold in the UK in the same under-the-lip format as nicotine pouches, including products containing high doses of caffeine.
