What is being proposed?
A four-nation consultation is considering further regulation of vaping and nicotine products across the UK. Proposals include plain white packaging for vaping and nicotine products, restrictions on flavour descriptions and vape device colours, restrictions on branding and imagery, and tighter controls on where products can be displayed in shops.
The consultation also proposes controls intended to stop vape devices imitating other products and considers standardised information on packaging, including nicotine strength and warnings.
Status
These are proposals, not rules currently in force. The consultation closes at 11.59pm on 2 October 2026. Any future requirements would depend on decisions made after the consultation and the regulations subsequently brought forward.
Why this is relevant to emerging products
The consultation explicitly covers vaping and nicotine products and gives nicotine pouches, nicotine gum, nicotine strips and nicotine pearls as examples of nicotine products currently on the UK market. It applies to nicotine products that are not medicinally licensed.
This is useful for tracking how newer nicotine formats may be packaged, presented and displayed in future. It does not tell us how common these products are among young people in Wales.
